We, BOTLabs GmbH, propose to double the current staking rewards setting. Since the upgrade of most Kusama relay chain clients to Polkadot v0.9.16+ in February 2022, the KILT Spiritnet and other parachains of Kusama have experienced bad block times between 20-23s instead of the targeted 12s.

So far, the situation has not improved significantly despite multiple client upgrades up to Polkadot v0.9.20 of the relaychain. As staking rewards are paid when successfully building a block, collators and delegators have received up to 40-48% less rewards. 

Therefore, we propose to alter the current configuration of our InflationConfig and double the annual reward rates both for collators from 10% to 20% as well as delegators from 8% to 16%. This just compensates the slow block rate and does not increase inflation. Remember that since Januare


**Proposal call breakdown**

We hope that the block production issue will be resolved within the next 3 days. Thus, the proposal consists of a batch call which encapsulates two calls. The first call doubles the current inflation configuration from

* Collator annual reward rate: 20% instead of 10%
* Delegator annual reward rate: 16% instead of 8%

Our inflation configuration uses quintillions to achieve high precision. A quintillion is is 10^18. Thus, 10% = 0.1 * 10^18 = 1 * 10^17 = 100000000000000000, which is exactly what we used in our proposal (see [Subscan](https://spiritnet.subscan.io/democracy_proposal/9)).

The second call schedules an inversion of the first one, e.g., it reverts back to the current reward configuration. It will be executed in 3 months of real time which amounts to roughly 370,286 blocks (= 60s/min * 21 blocks/s * 60 min/h * 24 h/day * 30 days/month * 3 months`). In summary, the schedule executes at block 1,728,456 = 1,368,170 (2 blocks after proposal) +  370,286.

This proposal outlines a funding request for two completed events: an online hackathon and the Decoded hackathon. The request covers unpaid hacker prizes and seeks support for running future hackathons, including an in-person event at Decoded happening earlier than planned.

This will return `Ok` in all circumstances. To determine the success of the batch, an
event is deposited. If a call failed and the batch was interrupted, then the
`BatchInterrupted` event is deposited, along with the number of successful calls made
and the error of the failed call. If all were successful, then the `BatchCompleted`
event is deposited.
