This is a proposal to upgrade the runtime of KILT Spiritnet. The upgrade will enable the following:
* Transferring coins between accounts (Token Transferability Event or TTE)   
* Distribute “thank you” KILT Coins to crowdloan contributors (receive_gratitude call)
* Change in the transaction fee distribution: fees are split (50/50) between the block author (collator) and the treasury while the full tip goes to the collator
